JTBC 'Incident Manager' Woman Shears Dog's Fur in Gangnam Apartment Park and Discards the Fur

According to JTBC's 'Case File' program, which aired on the 12th, a woman in a Gangnam apartment complex in Seoul was fined for discarding her pet dog's fur in a trash bag in a park.

In the video, the woman tied her pet dog to a tree in the apartment complex park and clipped its fur. However, during the fur clipping process, most of the fur blew away in the wind and scattered throughout the park. The woman put the remaining fur in a trash bag provided in the park and left the scene.

This trash bag is reportedly used for containing fallen leaves and other debris in the park.

According to a witness's report, attorney Park Ji-hoon, who saw the video, criticized the woman's actions as "violating the Petty Offense Punishment Act or the Waste Management Act." He stated that although it was a case of imposing a fine, it was "behavior that goes against common sense and consideration, beyond the law."

Online communities have been flooded with negative reactions to the woman's behavior, such as "What if someone with dog fur allergies is around?", "Does she dislike fur in her own home, so she does this elsewhere?", and "There are so many people lacking basic common sense."

Legally, illegal dumping of waste, such as trash, can be punished with a fine of up to 100,000 won under the Petty Offense Punishment Act. Furthermore, the Waste Management Act can impose a penalty of up to 7 years in prison or a fine of up to 70 million won.

This incident has served as a reminder of the need for consideration and responsibility towards the surrounding environment when coexisting with pet dogs. Pet dog fur can cause allergies, and fur discarded in parks not only makes cleaning difficult but can also contribute to environmental pollution. Therefore, pet dog owners should pay attention to managing their pet's fur and be cautious not to cause harm to the surrounding environment.
