Housing allowance is a system designed to ease the housing burden of low-income households. It provides housing rental or improvement support to households that meet specific income and asset criteria.
Eligible applicants are households with an income below 48% of the median income, and they can apply through their local community center or the Welfare-ro website.
When applying, you need to submit a social security benefit application form, an income and asset declaration form, a consent form for financial information provision, and other necessary documents. You may also be asked to submit additional documents.

What is the Housing Allowance System?
As the Basic Livelihood Security System was revised into a ‘Tailored Benefit’ (December 30, 2014), the housing allowance within it was also revised. It is a system that comprehensively considers the recipient's income, housing type, and level of housing cost burden to support the housing costs of low-income households. Housing Allowance Eligibility Regardless of the income and assets of the financially responsible party, if the income recognition amount of the applicant household, which comprehensively reflects the income and assets of the household, is 48% or less of the median income (approximately KRW 2.75 million for a 4-person household), it is possible to apply for a housing allowance. (What is the Income Recognition Amount?) It is the sum of the ‘Income Evaluation Amount’ and the ‘Asset Income Conversion Amount'.
*Vehicles registered under the name of the recipient(s) are reflected at 100% of the monthly income recognition amount based on the assessed value, but vehicles used by individuals with disabilities are excluded.
(What is Median Income?) It refers to the income level of the household in the middle of the ranking when all households are ranked in order of income.
For tenant households residing in another person's house, etc., the actual rent of the recipient is supported up to the standard rent, and for owner households who own and reside in the house, comprehensive housing improvements are supported by evaluating the deterioration of the house, such as structural safety, facilities, and finishing.

Housing Allowance Application Procedures Applicant Household members of the recipient household and their relatives, and other related persons can apply.
Application Method Applications can be made at the Eup/Myeon/Dong Community Service Center where the applicant is registered, and online applications are also possible through Bokjiro (www.bokjiro.go.kr).

The necessary forms are available at the Eup/Myeon/Dong Community Service Center, and additional documents may be requested. When applying on behalf of someone else, you must bring a power of attorney, a copy of the recipient's ID card, and the representative's ID card. If submitting a usage agreement confirmation, benefit payments are restricted for some households. A certified electronic certificate of the beneficiary household is required for online applications.
